Lieutenant Beltran is the medical planner for the 31st Marine Expeditionary Unit and is a native of Elgin, Illinois. The FMF Qualified Officer Insignia is presented to U.S. Navy officers who complete all necessary requirements such as serving in a Marine Corps command for a year, completing an oral board held by FMF qualified officers, and passing a written test and the Marine Corps Physical Fitness Test.
