U.S. Navy Capt. Allyson T.Caddell (left), strategic communication director, Combined Joint Task-Horn of Africa, and Jacques Birugurugu, general manager of Majitech Engineering LTD, celebrate after cutting a ribbon during the Urambo water well dedication in Tanzania on March 11. The Urambo water supply project was funded by CJTF-HOA and included the installation of 14 new boreholes and will provide clean and safe drinking water to approximately 400,000 people. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
