Members of Joint Task Force Civil Support Headquarters, a chemical, biological, nuclear, radiological and high-yield explosives consequence management task force, conduct a simulated response to a terrorist attack in the United States at Naval Station Norfolk, Va. The simulation took place in the joint operation center, which is the command and control element for all Department of Defense personnel operating in the exercise.
