Iraqi army soldiers take part in the handover of Forward Operating Base Rustamiyah during a transfer ceremony March 31 in eastern Baghdad. The ceremony officially handed the base over from the U.S. forces to the Iraqi government. The Baghdad area base is the first main compound handed back to the Iraqi government since the signing of the security agreement signed by the U.S. and Iraqi government late last year.
