Members of New York Army and Air National Guard and the New York Naval Militia fill sandbags to aid in the preparations for possible flooding in the areas affected by a Nov. 18 lake effect storm in the Buffalo, N.Y., region on Monday Nov. 24 at Erie County Community College.
