U.S. Army Col. Lorrie Oldham, Surgeon Cell officer in charge, Combined Joint Task Force-Horn of Africa, and Mr. Santos Lapolo, Pader Resident District commissioner, cut the ribbon, May 5, during the Pader District Referral Hospital dedication ceremony. The Pader District Referral Hospital was funded by the U.S. Defense Security Cooperation Agency Overseas Humanitarian, Disaster and Civic Assistance fund in cooperation with CJTF-HOA. The $369,000 facility will help sustain the lives of Uganda's 1,400,000 internally displaced persons from regional conflicts, and provide preventative care and treatment of HIV. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
