The Presidential wreath is placed at the tomb of the 4th President of the United States, James Madison, also known as the Father of the Constitution, by Col. David W. Maxwell, Commander, Marine Corps Base Quantico (far right), and Sgt. Maj. Mark A. Byrd, Sergeant Major, Marine Corps Base Quantico, during the wreath laying ceremony at Montpelier, Orange, Va., March 16, 2015. This event was held in commemoration of the 264th anniversary of the birthdate of Madison, and has also been decreed as James Madison Appreciation Day for the Commonwealth of Virginia.
