Seaman Carlos Saldana assigned to Naval Mobile Construction Battalion 11, Gulfport, Miss., cuts framework at Douda Primary School on July 17. NMCB 11 is attached to the Combined Joint Task Force-Horn of Africa and began building this cantina at the school in March 2009 and have put in over 13,608 manhours in temperatures well above 100 degrees. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
