U.S. Army Brig. Gen. Chris Leins, deputy commander, Combined Joint Task Force-Horn of Africa, right, prepares to cut a ceremonial ribbon during the dedication of the Tongoni Primary School in Tanzania, July 29. This $186,000 renovation project is the result of a partnership between CJTF-HOA, United States Africa Command and the United States Agency for International Development. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk in order to prevail against extremists exploiting instability.
