Army Col. William Robare, Defense Contract Management Agency Detroit commander, and Army Maj. Nicholas Moses, former DCMA Detroit deputy contracts director, hold his Contingency Contracting Officer Award during Moses’ recent retirement ceremony. Speaking to Moses’ past, present and future successes, Robare called Moses, “a soldier for life,” who will arise to a leadership position quickly no matter where he lands.
