Col. Barbara Owens is promoted to the rank of brigadier general by her mother, Barbara Sumlin, and husband, Ricky Owens, during a ceremony in her honor at the U.S. Army Reserve Command Headquarters at Fort Bragg, N.C., Oct. 24, 2014. Owens previously served as the Army Reserve Command G-1 at Fort Belvoir, Va., and is presently deputy commanding general, U.S. Army Human Resources Command, Fort Knox, Ky.
