Louis Cariello, commander, Naval Facilities Engineering Command (NAVFAC), congratulates commands during the Navy-Marine Corps Relief Society (NMCRS) 2015 Active Duty Fund Drive completion luncheon held at Naval Station Norfolk Vista Point Center. The NMCRS is a private, nonprofit aid society that helps to aid Sailors and Marines during financial crises through interest free quick assist loans and grants. The organization is purely donation based and helps thousands of Sailors and Marines annually with financial emergencies. COTF tests and evaluates the warfighting capabilities of platforms, aircraft and system operations utilized by U.S. Armed Forces under realistic operational conditions to determine their effectiveness, suitability and impact on mission accomplishment providing an important operational assessment on the procedures and tactics necessary for the development of new warfighting capabilities.
