150307-N-YM718-051 NORTH PACIFIC OCEAN (March 7, 2015) – Capt. Robert J. Clark, Commanding Officer of the submarine tender USS Emory S. Land (AS 39), trains and mentors junior officers seeking to earn their Surface Warfare Officer and Officer of the Deck Underway qualifications. A primary focus of the training is placed on teaching the “Rules of the Road” from the International Regulations for Preventing Collisions at Sea (COLREGS) and Inland Navigation Rules. Adherence to international law such as the COLREGS ensures freedom of navigation and overflight as well as other internationally lawful uses of the sea. Emory S. Land is a forward-deployed expeditionary submarine tender on an extended deployment conducting coordinated tended moorings and afloat maintenance in the U.S. 5th and 7th Fleet areas of responsibility.
