The first watch is set at the commissioning ceremony for the Arleigh Burke-class guided missile destroyer, USS Wayne E. Meyer at Penn's Landing in Philadelphia. Meyer, who passed away in September and known as the "Father of Aegis" developed the weapons systems that are the center piece of the Navy's cruiser and destroyer fleet.
