150819-N-WO404-135 SAN DIEGO (Aug. 19, 2015) The flag of the new commander, Carrier Strike Group 9 (CSG 9) Rear Adm. Lisa M. Franchetti, is raised during the CSG 9 change of command ceremony on the flight deck of aircraft carrier USS George Washington (CVN 73). Washington and its embarked air wing, Carrier Air Wing (CVW) 5, conducted a hull-swap with aircraft carrier USS Ronald Reagan (CVN 76) after serving seven years as the U.S. Navy's only forward-deployed aircraft carrier in Yokosuka, Japan.
