This meeting was designed to proactively address the concerns that the local populous may have about how U.S. Marines train with Japanese Ground Self Defense Force personnel. Reid reassured Kumagai that his Marines are taking every aspect of the range into consideration to make a plan to keep the local populous safe. Kumagai is the director of planning for the Kinki-Chubu Defense Bureau, Ministry of Defense.
