U.S. Army Capt. Charlie Clayppol, assigned to Joint Special Operations Task Force-Philippines Civil Affairs Team 734, talks with local reporters at a ground-breaking ceremony for an Area Coordination Center in Isabela City. The ACC was funded by JSOTF-P and coordinated with the cooperation of the mayor, who donated the land, and the Armed Forces of the Philippines. Once constructed, the building will serve as a meeting location for disaster relief planning, as well as serve as the venue for celebrations for the community.
