Dozens of small off-the-shelf drones sit idle while program officials conduct system checks to prepare them for flight preceding NIE 16.1. In the NIE the drones are being used to conduct simple recon missions, and are going up in large numbers as a distraction. In future test and evaluation missions the drones will see upgrades giving them more tactical abilities.
