Disaster victim civilian role-players sit on the stoop of a building waiting for medical attention from first responders during a mock nuclear weapon attack on Indianapolis, Nov. 7. More than 4,000 civilians and service members participated in the scenario which was part of a training exercise Vibrant Response, held at the Muscatatuck Urban Training Center in Butlerville, Ind., The exercise aims to better prepare first responders for emergencies.
