A barge sits almost vertical in the upper Houston Ship Channel with a boom surrounding it after it became submerged around 5 a.m. Monday, Oct. 19, 2015. Coast Guard Vessel Traffic Service Houston received a radio call from a good Samaritan who saw the vessel sinking.
