Virginia Carter, a senior financial analyst for U.S. Special Operations Command, Acquisition Technology and Logistics, is a breast cancer survivor. Carter presents her palms, covered with pink paint, which is the national campaign symbol for October Breast Cancer Awareness. According to the U.S. Department of Health and Human Services, one of eight women born in the United States will be diagnosed with breast cancer at some point during their lives.
