Govan said she came into the military as an enlisted Soldier but was persuaded by the confidence of her drill sergeants in basic training that her abilities in the Army could best be served as an officer. The general said Govan's promotion was a symbol of what she has the potential to do next for the United States Army. Lt. Col.
