During the ceremony, Kelly relieved Gruzesky as commodore of 1 NCR. The 1 NCR exercises peacetime command and control over Naval Mobile Construction Battalions (NMCB) 18, based at Fort Lewis, Wash., NMCB 22, in Fort Worth, Texas, and NMCB 25 in Port Hueneme.
