Flooding on the San Onofre beach access road on Jan. 8, 2016. The road is closed due to heavy rains from the El Niño-strengthened storm which caused the road to flood. This year's El Niño, which is forecast to become one of the strongest on record, is expected to influence weather and climate patterns this winter by impacting the position of the Pacific jet stream.
