Smathers U.S. Army Reserve Center at Ft. Meade, Md., Jan. 11, 2010. During the ceremony, Owens relinquished command of the 352nd to Col. Jim Ruf, formerly the CACOM's Deputy commander. Owen is departing the CACOM to assume duties as deputy commander of Combined Joint Task Force Horn of Africa at Camp Lemonier, Djibouti.
