Japan Ground Self-Defense Force (JGSDF) Maj. Noriyoshi Matsuguma (left), a planning officer assigned to the JGSDF Eastern Army’s Civil Liaison/Cooperation Division, explains how the JGSDF responds to natural disasters during one of the first bilateral civil affairs seminars conducted by JGSDF and the U.S. Army Reserve Feb. 25, 2016, at U.S. Army Japan Headquarters in Camp Zama, Japan. The seminar opened a dialog on how the U.S. Army Reserve and JGSDF can build their civil affairs capacity through the development of Civil Military Operations Centers that collect information on the infrastructure and civilian population effected by a disaster or emergency.
