Lt. Col. Elvis Harvey, 104th Troop Command Battalion commander of the Virgin Islands National Guard, accepts the U.S. Flag from Cadet Rasheed Escobar, of the 104th TC Bn. during his retirement ceremony at the Lt. Col. Lionel A. Jackson Readiness Center, March 5. Harvey, who enlisted in the military in March 1986, served in the military for 30 years and filled various logistic positions before ending his career as the battalion commander.
