U.S. Marine Corps Gunnery Sgt. Alan Tirol presents a token of appreciation to Capiz Governor Victor A. Tanco after discussing community relations, humanitarian assistance and disaster relief (HA/DR) capabilities in the region during Exercise Balikatan 2016, March 31, 2016. Communication between community leaders, government agencies, AFP and U.S. forces increases ability to assist local governments in HA/DR situations. Balikatan, which means "shoulder to shoulder" in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, contingency and humanitarian assistance and disaster relief operations.
