Staff Sgt. Ryan Ahpuck discusses the physics of the cuts made during a clean breach with members of the Armed Forces of the Philippines for Balikatan, April 10, 2016, Camp Capinpin, Philippines. (US Air Force Photo by Tech. Sgt. Andrew Jackson / ) A clean breach is a breaching technique that is employed when a victim is in close proximity of the wall being breached and may be endangered by a dirty breach. The Hawaii National Guard CERF-P team is supporting Balikatian 2016 through the National Guard State Partnership Program with the aim of building capability across the disaster response forces of both countries. Balikatan, which means "shoulder to shoulder" in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, contingency and humanitarian assistance and disaster relief operations.
