CAMP VICTORY, IRAQ – (center) U.S. Marine 2nd Lt. Ahmed Khalil, then the operations manager for Al-Andalus Company, participates in a ribbon cutting ceremony for successfully completing "Victory Base Complex Waste water treatment plant located in Camp Victory, Iraq 2009. The project added 2 million gallons of treated water to the effluent available to farmlands and inhabitants living near the canal.
