JACKSONVLLE, Fla. (April 27, 2016) Rear Adm. Paul Sohl, commander, Fleet Readiness Centers, presents a Meritorious Civilian Service Medal to Lucas Downard, an information technology specialist at Cecil Commerce Center, April 27 for saving the life of a contractor working in his facility. Downard performed CPR and used an Automated External Defibrillator to save the victim suffering a heart attack until rescue units arrived at the scene March. 17.
