Staff Sgt. Neil Horner splashes a sandbag into place as he creates a flood barrier March 21, at the rural Kindred, N.D., home of Dave an Susan Hartfiel. Horner is part of a 815th Engineer Company (Wishek, N.D.), North Dakota Army National Guard, quick response force team. QRF personnel and equipment were on alert at their staging area at the Hickson, N.D., community center when they got the emergency call to create a flood barrier against the rising overland floodwater, which had begun to creep into the lower level of the Hartfiel house.
