Maj. Gen. Joaquin F. Malavet presents Col. Todd R. Finley with a Legion of Merit with a gold star in lieu of second award during a change of command ceremony July 12 on Combined Arms Training Center Camp Fuji, Shizuoka, Japan. Finley relinquished command of CATC Camp Fuji to Col. Christopher R. Escamilla as commanding officer. Finley received the Legion of Merit for his outstanding performance as commanding officer of CATC Camp Fuji for the past year. Finley is the former commanding officer, who relinquished command to Escamilla. Malavet is the commanding general of Marine Corps Installations Pacific-Marine Corps Base Camp Butler, Japan.
