SUBIC BAY, Philippines (Sep. 13, 2016) Electrician's Mate 1st Class Oswaldo Suarezsanchez, a native of Port Hueneme, California, and Electrician’s Mate 1st Class Joseph Hickey-Hall, a native of Washington, both assigned to the submarine tender USS Frank Cable (AS 40), is advanced to the rank of petty officer first class by his shipmate, during a ceremony on the ship's front porch, 13 Sep. Suarezsanchez was advanced as part of the Command Advancement Program that allows certain commanding officers to advance eligible personnel to the next pay grade without reference to higher authority. Frank Cable is one of two forward-deployed submarine tenders and is on a scheduled deployment in the U.S. 7th Fleet area of operations to conduct maintenance and support of deployed U.S. naval force submarines and surface vessels in the Indo-Asia-Pacific region.
