Master Sgt. Michael Cho assigned to the 169th Air Defense Squadron shakes hands with Secretary of the Air Force, Deborah Lee James during a lunch ceremony hosted by the Philippine Air Force at Basa Air Base, Philippines, Aug. 23, 2016. The coincedental meeting between Cho and James came as both were at Basa Air Base for seperate and unrelated engagements. Cho was participating in a State Partnership Program subject matter expert exchange with Philippine Air Force counterparts. The State Partnership Program is a National Guard program that links a state's national guard with a partner country to help build capacity and security cooperation.
