    NOAA OLE Officer Roy Fisher, Ensign Nolan Salyer and Petty Officer 3rd Class Thomas Labarre, a maritime enforcement specialist, conduct joint agency boarding of the fishing vessel Courageous that previously served as the Coast Guard buoy tender Tupelo before being decommissioned, in Dutch Harbor, Alaska, Oct. 28, 2016.
