Secretary of Defense Robert M. Gates speaks at an all hands call aboard the guided-missile cruiser USS Higgins. Higgins recently returned from an around-the-world deployment and was the first ship to arrive in Haiti following a 7.0 magnitude earthquake to support humanitarian and disaster relief efforts as Operation Unified Response.
