Maj. Gen. Perry Wiggins, deputy commanding general U.S. Army North, speaks with Spc. Mathew Bailey, an infantryman assigned to the 4th Maneuver Enhancement Brigade Headquarters and Headquarters Company out of Fort Leonard Wood, Mo., about his role in Vibrant Response 11.1 at Fort Leavenworth, Kan., August 15.
