SAN DIEGO - Secretary of Homeland Security John Kelly presents Coast Guard Petty Officer 1st Class Javier A. Beltran with the Secretary’s Silver Medal during an employee engagement held at Coast Guard Sector San Diego, Feb. 10, 2017. As a member of the USCG Maritime Intel Fusion Center, Living Marine Resource Program, Beltran helped to develop a methodology for finding criminal networks engaged in illegal, unregulated, and unreported fishing that is now the U.S. Government’s standard, and has been adopted by several other countries.
