Brig. Gen. William J. Gothard, U.S. Army Reserve Command Chief of Staff addresses the Soldiers of the 432nd Civil Affairs Battalion during their battle assembly weekend Oct. 2 in Green Bay, Wis. Gothard is a former commanding general of the 353rd Civil Affairs Command, in Staten Island, N.Y., of which the 432nd is a subordinate unit.
