Col. Frank Nieves and Maj. James Beck with the 316th ESC share information on the immediate response authority local military commanders can take to save lives, prevent human suffering, or mitigate great property damage in support of civil authority. In addition the Soldiers shared the capabilities the 316th can able to provide in the event of a disaster and how the Army Reserves is most capable and ready reserve force.
