    A worker wearing a white hard hat and dark blue work uniform is applying red 'DANGER - DO NOT OPERATE' lockout/tagout tags to circuit breakers or switches on an electrical control panel. This appears to be a standard lockout/tagout (LOTO) safety procedure used to prevent accidental energization of equipment during maintenance. Multiple red danger tags are already affixed to several switches on the panel.
