U.S. Air Force Col. William Bowman, 35th Operations Group commander, administered a change of command ceremony between Maj. Panama Shontz, 610th Air Control Flight outgoing commander, and Lt. Col. Omar Hamilton 610th ACF incoming commander, at Misawa Air Base, Japan, July 12, 2017. Today, the primary purpose of the change of command is to allow subordinates to witness the formal transfer of total responsibility, authority and accountability from one officer to another.
