Sgt. Justin Spangler, a canon crewmember assigned to Battery A., 133rd Field Artillery Brigade, Texas National Guard, wades through water to deliver medication to a citizen of Vidor, Texas, Sept. 3, 2017. The high waters in neighborhoods make it almost impossible for some to get every day necessities such as food, water and medication. The Guardsmen continue to provide relief to those who were affected by Hurricane Harvey. The Department of Defense is conducting Defense Support of Civil Authorities operations in response to the effects of Hurricane Harvey. DSCA operations are part of the DOD’s response capability to assist civilian responders in saving lives, relieving human suffering and mitigating property damage in response to a catastrophic disaster.
