NORFOLK, Va. (Sept. 15, 2017) Chief Aviation Boatswain’s Mate (Handling) Carlos Vargas, assigned to the aircraft carrier USS Dwight D. Eisenhower (CVN 69)(Ike), hugs his family during a chief petty officer pinning ceremony. The ceremony marks the culmination of a year-long training process known as CPO 365, which prepares first class petty officers for the transition to a CPO. Ike is preparing for a Planned Incremental Availability (PIA) at Norfolk Naval Shipyard during the maintenance phase of the Optimized Fleet Response Plan (OFRP).
