U.S. Army Brig. Gen. Susan Arnold, assistant judge advocate general for military law and operations, delivers the keynote address during the 2nd annual Advanced Operational Law Conference hosted by U.S. Strategic Command, Sept. 8, at Offutt Air Force Base, Neb. During the conference, international legal and defense experts from government agencies and academia participated in classified and unclassified discussion panels on a variety of topics including international law applicable to military uses of outer space, rogue states and nuclear weapons.
