Marilyn Luciano uses a cable line to move food and supples across the river in the mountains around Utuado, Puerto Rico, Oct. 12, 2017, as their community bridge was destroyed by Hurricane Maria. Luciano organizes the aid the comes in to her village and on this day the U.S. Department of Homeland Security delivered food and water.
