Spc. Yamil Soto, 130th Engineer Battalion, Puerto Rico National Guard, provides traffic controls as Soldiers from the Puerto Rico and Louisiana National Guard cleared debris from Route 5523 in Utuado, Puerto Rico, Oct. 23, 2017. Due to mud slides, fallen trees, branches and power lines, Route 5523, which provides passage from the remote mountains to the center of the town, was nearly impassible and required clearing to allow two-directional traffic.
