Maj. Wes Balmer, the chaplain for Beyond the Horizon 2011, a four-month-long, inter-branch training exercise to provide humanitarian assistance here, stands beside Priest Mario Nilson Sanchez, who leads a weekly sermon here. Balmer and the civil affairs staff for the exercise have focused much of their attention on the rural population here because of suffereing inflicted after Hurricane Ida in 2009 and its lack of media and information for the exercise.
