Vice Adm. P. Gardner Howe III, associate director for military affairs, Central Intelligence Agency (CIA), speaks to U.S. Naval War College (NWC) staff and faculty during an unveiling ceremony for Howe's NWC presidential portrait. Howe served as NWC's 55th president from July 2014 to July 2016 before his appointment to vice admiral and assignment at the CIA. The NWC's collection of presidential portraits is more than a century old, dating back to 1900 when it acquired Frederick Vinton's portrait of Rear Adm. Stephen B. Luce, NWC's first president. During the unveiling, staff and faculty were joined by portrait's artist Tom Edgerton.
